The entire highway system consists of Federal Route 28, from Sri Damansara to Sunway Interchange and from Sunway Interchange to Sri Petaling Interchange. MRR2 is generally referred to Route 28 since Route 28 occupies about two-thirds of the system. Construction on this ring road would divided on 3 phase. These sections include Kepong-Gombak, Gombak-Ampang and Ampang-Sri Petaling. The contract period is 36 months and was completed in 34 months (May 1999 to March 2002). CONTROVERSAL ISSUE First closure The Kepong Flyover was reported to be faulty because 31 of 33 pillars supporting the flyover were reported to have obvious cracks. Public concern about the safety issues at Kepong Flyover was due to the risks faced by at least 4,300 motorists using the flyover at a time. Investigations were held by the government and as a result, Kepong Flyover was closed to traffic and then Initial findings by PWD suggested that the temporary hoisting crane mounted on the permanent RC structural piers to launch the precast beams to the bridge decks could have exerted pressure on the concrete crossbeams and caused the cracks. It is found that the structure at the 11th package of the MRR II was found to be unstable because of the strain and caused the beams to split at three sections. The PWD, which carried out its own probe, revealed that the MRR IIs Kepong Bridge, was not stable due to internal redistribution of forces and alternative load paths due to yielding of reinforcement caused by excessive hot temperature there was no homogenous drying, externally and internally, because of differential (uneven) drying of concrete. British Halcrow Consultancy Ltd said the cracks that have appeared on 31 of the 32 crossbeams since 2000 nothing to do with the design. Halcrow has found a rare phenomenonthe expansion of a chemical compound, ettringite, had caused serious cracks. The compound contains calcium, aluminium, oxygen, sulphate, and water. Halcrow recommended to JKR to waterproof the bridge immediately, so that the delayed ettringite formation (DEF) would not result in further cracks. Ettringite is found in cement. Usually, it does no harm. But, under rare conditions such as during concrete hardening, temperature reaching over 70 degree Centigrade in the presence of sulphate and plenty of water, ettringite is formed, expanding dangerously. If all the cracks are not waterproofed, more water seeps into them, aggravating the situation. Second closure On 4 February 2006, the Kepong Flyover was closed to traffic from 10:30 a.m. after serious damages on the flyover was confirmed. All the people involved in the accident should have done differently in avoiding the accident from happen to the flyover, as described below: Engineers Design Engineer should have designed the flyover intelligently and professionally to avoid design flaws. Besides, the engineers should have tested the flyover for its lifespan and capability to support the busy traffic so that the flyover can function without cracking. Management Should have monitored the whole project by itself to ensure everything is done accordingly and no design flaws should occur. The quality of the flyover should have been examined by the management team. Government Should have assigned the construction project to reliable constructor so that the extra millions of ringgit will not be spent to repair the flyover. After the incident happened, the Ministry should inform the public about the causes of the cracked pillars and admit the mistakes done by the ministry. Local authority should put more concern on the project by monitoring the construction and getting report of the construction progress from time to time. In addition, local government/authority should have evaluated the whole project and the contractors capability before approving the project. IV.CONCLUSION All in all, huge sum of public tax-payers money, amounting to a few hundred million ringgit, were used to carry out all these repairs. There were talks of litigation, but somehow, as time went by, things just fizzled out. Even though this major bridge was closed to the public three times, and millions of public ringgit had been spent on repair work, yet there was no public enquiry in order to find out as to what had actually gone wrong, so that everyone including civil and structural engineers could learn from the mistakes. In closing, this bridge is still being carefully monitored by the Malaysian government. His concept of ‘experiencing’ the feelings of the character, is a concept that helped lead 18th-century theatre into a new naturalistic era. It was an approach to acting that was directly at odds with the theatrical philosophy prior to Garrick’s inception (Stone and Kahrl 35). Garrick’s innovative style known as naturalism, led the extremely popular and successful actor James Quin to remark " If this [method of Garrick’s] is right, then we are all wrong" ( Cole and Chinoly 131). The style that was so admired and later copied by Garrick’s peers was a combination of naturalism, classical representation of the passions, and exaggerated physicality. Garrick was not the originator of naturalism ,that distinction is Charles Mackilin’s, although he is credited with its success. Pure naturalism can be characterized by Macklin’s instruction of his players to ignore the cadence of tragedy, but simply speak the passage as you would in common life and with more emotional force (Cole and Chinoly 121). The term used to describe this new style of speech is called broken tones of utterance. It is a method of speech which concentrates more on the emotion in a verse rather than its meter. David Garrick was a opportunistic actor who borrowed from many different acting techniques (Stone and Kahrl 345). Garrick’s naturalism was concerned more with the feeling of true emotion , the uniqueness of character, combined with the physical representation of the passions. Representation of the passions was an accepted artistic convention for expressing emotion. Le Brun, a late 17th-century century artist , wrote a "grammar" of the passions from Descartes earlier work. In doing so he gives a formal explanation of the 17th and eventually 18th-century representation of emotion. Knowledge is also said as ‘ways of knowing’. It means ‘information and skills acquired through experience and education’. The acquisition of knowledge is done by three main factors; perception, language and reason. In this essay we sought to see the strengths and limitations of those learning approaches. Let’s take an example, how do we know that in a bottle, labeled crystal, there is water? We would use this example to explore the three cases. Perception is the way of taking messages and processing it by the brain to obtain meaningful information. Using the example above, we would do anything possible to conclude that what we are consuming from the bottle is water. That is we would observe, smell, taste, etc. We can see that we use our senses to identify the substance. We would observe the bottle, its labeling (name, ingredients etc.), colour of the substance and advertisement on the substance; we would smell the substance and even taste it (this would be last because we fear it might be harmful). All this shows that using our senses, we can identify objects and moving organism; this is the major strength of perception (immense knowledge is gained). Another point would be upon losing one of the senses; we are able to intensify the others, which help us even more in detection but surplus always comes with its difficulties. Subliminal perception is the way trying to identify objects with the memory only, for example a patient may not remember someone’s name but seems to know that person, and thus that patient tries to associate a name that goes well with that person that he/she declares to be unidentifiable. The problem is that even with our senses, we are limited in perception and it’s very frustrating to know how little we know. Sometimes our senses may deceive us, we may see the substance transparent but it is not necessarily water but another liquid. We can have perceptual illusions where we believe an object to have a specific shape but actually differs from what we have thought of. We may also have hallucination, we may feel, see, hear, taste and smell something when there is really nothing of such kind. We also tend to conclude on the very first bit of information received as we have been in such situation before (experience). Language is a method of communication which involves a sender, a message and a receiver to express thoughts. It was developed by humans and when using it, the rules were grammar and the symbols were words. The advantage of this method of learning is that it’s very simple (user-friendly) to use and every person in the world uses it. So communication is easy, thus enriching the ability to acquire knowledge. The greatest advantage is that there are many ways to communicate the thought, therefore enabling people to understand in a way or other. Using the example above, we can give important information, express what we feel and enquire about the substance in the bottle and also in different ways so that all the people involved can understand. There are also seven functions of language, which guides us to where each piece of information acquired can be classified. Despite language having a strong face of learning, it still has its disadvantages. The example above, the bottle of supposedly water, we have used our senses to identify it but without language it is impossible to give the facts, views etc correctly and even harder to communicate the information in different ways; some people uses too many words to explain only a word(can be a different language). Also different people have different views and not all will agree on what one has said about the substance. Reason is a way to justify what we have acquired as knowledge based on previous experiences. If we cannot do so, therefore we have not gained any knowledge. Taking the above example again, we say if that substance is water because it’s tasteless; we say so because we have heard, read and experimented on water. The strength of reasoning would be the rationality and logic arguments. Rationality is what allows us to say things that do make sense, we will not say that the substance in the bottle is water because of the shape of the bottle; it does not make sense. The rationality of a statement shows how the processing of all the information acquired is done and says whether it’s â€Å"good† or not (there is really a bad reason as long as a person can justify it). Being logical depends on the argument put forward as example given above. To be logical, the deductive argument must be correct and validate the argument; this differentiates between a â€Å"good† reasoning and â€Å"bad† reasoning, using above example, 1) all liquid that is pH 7 is water and the substance in the bottle is of pH 7, thus the substance in the bottle is water (this a valid deductive argument) . But sometime the arguments may be valid but does not sound, all substances that are colourless are harmless and the substance in the bottle is colourless, therefore it’s harmless (concentrated hydrochloric acid is also colourless but is very harmful).  To conclude knowledge gained through perception, language and reason is a great advantage to us, human beings but often can be deceptive and invalid.
